Meet the Team

Dr. Coomer is a health economist with more than 15 years of experience designing, implementing, and evaluating healthcare payment systems. She holds a PhD in Economics from North Carolina State University and spent over a decade (2010–2023) at RTI International, a leading nonprofit research institute, rising from Research Economist to Director, where she led teams of more than 30 researchers supporting government-funded health policy and payment programs. She currently also serves in a healthcare analytics leadership role with a U.S. value-based care organization.

Within RTI International's Dubai engagement, Dr. Coomer served as Senior Analyst and Associate Project Director, providing technical leadership across the program's full lifecycle – from initial scoping and situation analysis through shadow billing parameter design, full implementation, and two subsequent annual parameter refreshes. She was the lead technical author on the program's later-phase payment parameter methodology documentation and led stakeholder engagement efforts in the Dubai market, including more than 70 presentations to build market buy-in and understanding of the new payment system.
